Labor is set to announce proposed reforms as part of a plan to tackle the housing affordability crisis.

As the government attempts to address housing affordability in the budget, Labor will propose a ban on direct borrowing by super funds, a 50% increase for screening fees on foreign investment and a COAG process to oversee a uniform vacant property tax across Australia.

Labor says its plan will increase supply and reduce the economic risks associated with distorted investment decisions and builds on the party's original proposal to reform negative gearing and the capital gains tax.
